Enhanced Basic Licensing Unit (BLU) for Security Officers

With Security Industry Transformation Map (ITM) in place, new entrants to the security industry starting 1 July 2023 are required to complete 3 modules as follows:

  1. Guard and Patrol & Access Control Management (NEW integrated module)
  2. Incident Response
  3. Threat Observation

Existing security officers will be given ample time of two years for the transition to meet the new mandatory training requirements. They will be required to complete the additional module, WSQ Access Control Management (Operate Basic Security Equipment) by 31 Dec 2025.

The new mandatory training module is the combination of the existing PGPS module with the existing OBSE into 1 new Integrated course which is Guard and Patrol Services and Operate Basic Security Equipment.

Although security officers go through security industry transformation, these enhancements are not intended to change the current job scope of officers. Rather, security officers will potentially have better opportunities to enhance their skillsets to grow in their current positions and improve the quality of work with advancements in technology. In addition, upskilling security officers will enable them to take on more productive roles and responsibilities.

Security Officers deployed today primarily require more focus on technology and people skills to increase their skill sets so they may perform better in their existing jobs. In recent years, officers are trained to acquire technical skills and adapt to technology at the various work sites (eg, mobile clocking, etc)

Enhancement to the training requirements for SO will be made mandatory effective 1 Jan 2024

What to expect of the PGPS & OBSE course?

Learners will be able to perform guard and patrol duties which includes clocking, visitor management as well as vehicle management. Additionally, learners will be able to authorise access using access control to various parties in accordance to the level of restriction at their site.

At the end of the course, learners will be equipped with the necessary skills and knowledge to perform basic guard and patrol duties as well as handle basic security equipment at their workplace.

After successful completion of the course, learners will be awarded with 2 Statement Of Attainment (SOA):
1. Guard and Patrol (SEC-SOP-1007-1.1)
2. Access Control Management (SEC-TEM-2001-1.1)
